For the 24 hours to 23:00 GMT, the USD rose 0.16% against the CAD to close at 0.9944.

The Canadian dollar came under pressure after the Bank of Canada Governor, Mark Carney stated that the need for higher interest rates has become ?less imminent?.

Earlier, the Canadian dollar received some support after the Bank of Canada?s quarterly monetary policy report indicated that it expects ?gradual? interest rate increases over the next two years and added that the biggest domestic risk to the economy comes from record levels of household debt. The bank forecasted growth of 2.2% in 2012, followed by 2.3% in 2013 and 2.4% in 2014.

Separately, in the US, Federal Reserve released a statement maintaining its view that the economy is growing moderately and voted to continue the stimulus already in place to help the labour market recover.

In the Asian session, at GMT0300, the pair is trading at 0.9932, with the USD trading 0.11% lower from yesterday?s close.

The pair is expected to find support at 0.9895, and a fall through could take it to the next support level of 0.9857. The pair is expected to find its first resistance at 0.9964, and a rise through could take it to the next resistance level of 0.9996.

The currency pair is showing convergence with its 20 Hr and 50 Hr moving averages.

Bosnians elect their first hijab-wearing mayor

VISOKO, Bosnia-Herzegovina (AP) ? When Amra Babic walks down the streets of the central Bosnian town of Visoko wearing her Muslim headscarf, men sitting in outdoor cafes instantly rise from their chairs, fix their clothes and put out their cigarettes.

The respect is only natural: Babic is their new mayor.

The 43 year-old economist has blazed a trail in this war-scarred Balkan nation by becoming its first hijab-wearing mayor, and possibly the only one in Europe. Her victory comes as governments elsewhere in Europe debate laws to ban the Muslim veil, and Turkey, another predominantly Islamic country seeking EU membership, maintains a strict policy of keeping religious symbols out of public life.

For Babic, the electoral triumph is proof that observance of Muslim tradition is compatible with Western democratic values.

"It's a victory of tolerance," the wartime widow says. "We have sent a message out from Visoko. A message of tolerance, democracy and equality."

She sees no contradiction in the influences that define her life.

"I am the East and I am the West," she declares. "I am proud to be a Muslim and to be a European. I come from a country where religions and cultures live next to each other. All that together is my identity."

For centuries, Bosnia has been a cultural and religious mix of Muslim Bosniaks, Christian Orthodox Serbs and Roman Catholic Croats who occasionally fought each but most of the time lived peacefully together. Then came the Balkans wars of the 1990s in which ethnic hatreds bottled up by Yugoslavia's communist regime exploded as the federation disintegrated. Bosnia's Muslim majority fell victim to the genocidal rampage of ethnic Serbs seeking to form a breakaway state.

As an economist and local politician, Babic has played an active role in Bosnia's emergence from the ashes.

She was a bank auditor and served as the regional finance minister before running for mayor. Now Babic feels she is ready to run this town of 45,000 people, mostly Bosnian Muslims, for the next four years.

She wants to fix the infrastructure, partly ruined by the Bosnian 1992-95 war and partly by post-war poverty. And she plans to make Visoko attractive for investment, encouraging youth to start small businesses. It's all part of her strategy to fight the town's unemployment rate of over 25 percent.

"We are proud to have elected her," says Muris Karavdic, 38, a local small business owner. "It doesn't matter whether she covewrs her head or not. She is smart and knows finances."

Babic sees her victory as breaking multiple barriers, from bigotry against women in a traditionally male-dominated society to stigmatization of the hijab that sprang up under the communist regime.

"Finally we have overcome our own prejudices," she says. "The one about women in politics, then the one about hijab-wearing women ? and even the one about hijab-wearing women in politics."

Babic, of the center-right Party for Democratic Action, decided to wear her headscarf after her husband was killed fighting in the Bosnian Army, and views it as "a human right." Religion and hard work helped her overcome his death, raise their three boys alone and pursue a career.

Babic says she is ready to work around the clock and prove people in Visoko made the right choice. This, she hopes, may clear the way for more women to follow her path.

By Bosnian law, at least 30 percent of the candidates in any election have to be women, but voters have been reluctant to give women a chance. Only five of the 185 mayors elected on October 7 are women.

Signs of the respect Babic commands in Visoko abound.

Election posters still up around town have been scrawled with vampire teeth, mustaches or spectacles; none of Babic's posters bear such graffiti. Older hijab-wearing women stop in front of her pictures as if hypnotized by her determined blue eyes. Some are seen crying and caressing the image on the wall.

"They probably look at my picture and think of their lost opportunities," Babic says. "They probably think: Go, girl! You do it if I couldn't."

?In appointing Tagliabue, Goodell has shown beyond any doubt that he simply cannot be allowed to appoint the arbitrator to adjudicate this matter,? Vilma?s lawyer, Peter Ginsberg, writes in his most recent legal filing, ?and the time has come for the Court to appoint a person who can fairly and impartially resolve the instant dispute according to the standards demanded by federal law.?

In attacking the appointment of Tagliabue, Vilma points to various factors that have been mentioned here in recent days.? Tagliabue works for Covington & Burling, the law firm that represents the NFL in the bounty litigation and other matters.? In 2010, the NFL paid Covington & Burling more than $3.8 million in fees.? In 2010, Tagliabue received $1 million in base compensation from the NFL, along with $7.583 million in deferred compensation and retirement benefits.

Vilma also explains that that, on October 22, he requested more information about money paid to Tagliabue and Covington & Burling since Tagliabue?s tenure as Commissioner ended, along with details regarding legal services provided by Covington & Burling to the NFL and its teams.? Vilma contends that the NFL refused to provide the information.

?Tagliabue cannot serve as an impartial arbitrator without compromising Covington & Burling?s and his representation of Goodell and the NFL,? Ginsberg writes.? ?Any arbitration award short of a total affirmation of Goodell?s punishment conflicts, ostensibly at least, with what is the NFL?s best interests.? Likewise, any arbitration award challenging or rejecting Goodell?s conduct in this matter could jeopardize Goodell?s position in the pending defamation case.? If Tagliabue finds ? as he should ? that Goodell imposed discipline without basis, it follows that Goodell?s comments concerning the purported Bounty Program were reckless or in disregard of the truth.? Tagliabue thus would be in a position of issuing an award that exposes his client to liability for defamation.?

Though the NFL will respond by pointing to the fact that lawyers like Jeff Pash, who works in-house for the league, have served in this same capacity in the past, the fact that Tagliabue has a relationship with a firm that has a lucrative, ongoing, attorney-client relationship with the league creates the appearance of potential impropriety, which usually is enough to trigger judicial intervention.

Either way, we?ll have an answer by next week.? And it won?t be a surprise if Judge Berrigan disqualifies Tagliabue.

Rare James Bond posters going up for auction

In line with the 50th anniversary of the James Bond franchise, posters from every Bond movie in the series are hitting the auction block in December, along with stills, lobby cards, scripts and other 007 ephemera.

Auctioneer Profiles in History said the Bond poster collection is expected to take in well over $200,000, led by a rare "From Russia With Love" special advance Leicester Square world-premiere poster from 1963.?

It is one of a handful believed still in existence and is expected to fetch $10,000 to $15,000, the auction house said.?

"It's such a rare thing when you get every title like this," said Joe Maddalena, the auction house's president, referring to the comprehensive offerings.?

The posters and other items were assembled over some 25 years by a private British collector, Maddalena told Reuters.?

"He wanted to build the most comprehensive James Bond movie poster collection," he said.?

"It's really a mind-boggling collection," Maddalena added, pointing to examples such as a yellow "Dr. No" silkscreen on linen poster from 1962 that is thought to be the very first 007 film poster ever to appear to the public.?

The auction house estimates what it called the "holy grail" of film poster collecting to sell for $3,000 to $5,000, but Maddalena said he strives to keep estimates conservative.?

Other highlights include posters from the earliest Bond films, including a rare U.K. advance "Goldfinger" from 1964 and a British "Thunderball" poster from 1965, each estimated to sell for $4,000 to $6,000.?

The auction, including hundreds of other, non-Bond film memorabilia, will be held on Dec. 15-16 in Los Angeles.?

Hollywood memorabilia has achieved some stunning prices in recent years.?

Profiles in History's 2011 auction of Debbie Reynolds' costume collection was led by the Marilyn Monroe "subway" dress from "The Seven Year Itch" which soared to $5.5 million, while Audrey Hepburn's Ascot dress from "My Fair Lady" fetched more than $4.4 million.?

A charity auction of Bond items took in $2.6 million earlier this month in London, led by an Aston Martin driven by Daniel Craig in his second Bond outing, "Quantum of Solace," which sold for $390,000. Another bidder paid nearly $72,000 for Craig's "Casino Royale" bathing suit.?

FACT CHECK: Flunking geography, history

WASHINGTON (AP) ? Voters didn't always get the straight goods when President Barack Obama and Republican Mitt Romney made their case for foreign policy and national security leadership Monday night before their last super-sized audience of the campaign. A few of their detours into domestic issues were problematic too.

Romney flubbed Middle East geography. Obama got Romney's record as Massachusetts governor wrong.

At the same time, they injected a little more accuracy into two leading misstatements of the campaign: Romney's claim for months that Obama went around apologizing for America, and the president's assertion, going back to his State of the Union address in January, that the U.S. military's exit from Afghanistan will yield money to rebuild America.

A look at some of their statements and how they compare with the facts:

ROMNEY: "Mr. President, the reason I call it an apology tour is because you went to the Middle East and you flew to Egypt and to Saudi Arabia and to Turkey and Iraq. And by the way, you skipped Israel, our closest friend in the region, but you went to the other nations. And by the way, they noticed that you skipped Israel. And then in those nations, and on Arabic TV, you said that America had been dismissive and derisive. You said that on occasion America had dictated to other nations."

OBAMA: "Nothing Gov. Romney just said is true, starting with this notion of me apologizing. This has been probably the biggest whopper that's been told during the course of this campaign. And every fact checker and every reporter who's looked at it, governor, has said this is not true."

THE FACTS: Romney has indeed repeatedly and wrongly accused the president of traveling the world early in his presidency and apologizing for U.S. behavior. Obama didn't say "sorry" in those travels. But in this debate, Romney at last explained the context of his accusation: not that Obama apologized literally, but that he had been too deferential in his visits to Europe, Latin America and the Muslim world.

Obama said while abroad that the U.S. acted "contrary to our traditions and ideals" in its treatment of terrorist suspects, that "America has too often been selective in its promotion of democracy," that the U.S. "certainly shares blame" for international economic turmoil and has sometimes "shown arrogance and been dismissive, even divisive" toward Europe. Yet he also praised America and its ideals.

OBAMA: "What I think the American people recognize is, after a decade of war, it's time to do some nation-building here at home. And what we can now do is free up some resources to, for example, put Americans back to work, especially our veterans, rebuilding our roads, our bridges, our schools."

THE FACTS: If Romney's "apology tour" was a campaign whopper, so has been Obama's repeated claim that ending expensive wars meant the U.S. now has money to spend at home. There is no such peace dividend because the wars were financed largely by borrowing.

Yet Obama, too, watched his words a little more carefully Monday night, with his milder suggestion that "some resources" are freed up. That's a more plausible point, if only because U.S. "resources" include the ability to continue to go deeper in debt, but for the purpose of fixing roads, bridges and the like, instead of for making war.

ROMNEY: "Syria is Iran's only ally in the Arab world. It's their route to the sea."

THE FACTS: Iran has a large southern coastline with access to the Persian Gulf and the Gulf of Oman. And it has no land border with Syria.

ROMNEY: Said that when he was Massachusetts governor, high-school students who graduated in the top quarter "got a four-year, tuition-free ride at any Massachusetts public institution of higher learning."

OBAMA: "That happened before you came into office."

ROMNEY: "That was actually mine, actually, Mr. President. You got that fact wrong."

THE FACTS: Romney was right. The John and Abigail Adams scholarship program began in 2004 when he was governor.

ROMNEY: "I said that we would provide guarantees, and that was what was able to allow these (auto) companies to go through bankruptcy, to come out of bankruptcy. Under no circumstance would I do anything other than to help this industry get on its feet. And the idea that has been suggested that I would liquidate the industry. Of course not. That's the height of silliness. I have never said I would liquidate the industry."

OBAMA: "Gov. Romney, you keep on trying to airbrush history here. You were very clear that you would not provide government assistance to the U.S. auto companies, even if they went through bankruptcy. You said that they could get it in the private marketplace. That wasn't true. They would have gone through a liquidation."

THE FACTS: It's true that Romney didn't preach liquidation of GM and Chrysler and that he saw his approach as a way to save the auto companies. But his was an improbable course. Opposing a government bailout, Romney instead favored private loans to finance the automakers' restructuring in bankruptcy court. His proposed government loan guarantees would only have come after the companies went through bankruptcy. At the time, however, both automakers were nearly out of cash and were bad credit risks. The banking system was in crisis and private money wasn't available. So without hefty government aid, the assets of both companies probably would have been sold in liquidation auctions.

ROMNEY on SYRIA: "What I'm afraid of is we've watched over the past year or so, first the president saying, 'Well, we'll let the U.N. deal with it.' And Assad ? excuse me, Kofi Annan ? came in and said we're going to try to have a cease-fire. That didn't work. Then it went to the Russians and said, 'Let's see if you can do something.' We should be playing the leadership role there."

OBAMA: "We are playing the leadership role."

THE FACTS: Under Obama, the United States has taken a lead in trying to organize Syria's splintered opposition, even if the U.S. isn't interested in military intervention or providing direct arms support to the rebels. The administration has organized dozens of meetings in Turkey and the Middle East aimed at rallying Syria's political groups and rebel formations to agree on a common vision for a democratic future after Syrian President Bashar Assad is defeated. And Secretary of State Hillary Rodham Clinton brought dozens of nations together as part of the Friends of Syria group to combine aid efforts to Syria's opposition and help it win the support of as many as Syrians as possible. The U.S. also is involved in vetting recipients of military aid from America's Arab allies like Saudi Arabia and Qatar.

Romney is partly right in pointing out Obama's failure to win U.N. support for international action in Syria. But the Friends of Syria group has helped bring in hundreds of millions of dollars in humanitarian aid and other forms of assistance to Syrian civilians and the political opposition.

OBAMA: "What I would not have had done was left 10,000 troops in Iraq that would tie us down. And that certainly would not help us in the Middle East." THE FACTS: Obama was suggesting that he had never favored keeping U.S. troops in Iraq beyond the December 2011 withdrawal deadline that the Bush administration had negotiated with the Iraqi government. Actually, the Obama administration tried for many months to win Iraqi agreement to keeping several thousand American troops there beyond 2011 to continue training and advising the Iraqi armed forces. The talks broke down over a disagreement on legal immunity for U.S. troops.

ROMNEY: "We have an enormous trade imbalance with China, and it's worse this year than last year and it's worse last year than the year before."

THE FACTS: That's true as far as it goes but the imbalance is far from unique to the Obama years. The U.S. has run a trade deficit with China since 1985 and the gap has widened nearly every year since. According to Chinese customs data, Beijing reported a $181.3 billion trade surplus with the United States in 2010. That grew to $202.3 billion last year. The surplus for the first nine months of this year was $161.9 billion, well ahead of the level at this point in 2011.

OBAMA: "You are familiar with jobs being shipped overseas because you invested in companies that were shipping jobs overseas. And, you know, that's your right. I mean, that's how our free market works."

THE FACTS: Bain Capital, the private equity company that Romney ran from 1984 to 2001, did invest in several companies that shifted American jobs and operations from the U.S. to China and other foreign nations. In one instance in 1998, Bain bought a 10 percent investment stake in Global-Tech, a Hong Kong firm that used mainland Chinese factories to make toasters and other appliances for U.S. manufacturers that were phasing out American operations and jobs. Romney held full Bain partnership stakes in that deal before the firm sold its holding later that year. Bain also invested in several firms that outsourced to Mexico in the early 2000s, but by then Romney had begun shifting away from Bain to a role running the Winter Olympic Games in Salt Lake City. And in almost all of these cases, it remains unclear how much oversight Bain had in the overseas shifts. The Romney campaign has said that Romney's holdings were mostly passive in nature, particularly after he left the firm.

ROMNEY: "In the 2000 debates, there was no mention of terrorism."

THE FACTS: There was passing mention of terrorism in the 2000 debates. In the Oct. 17, 2000, debate between Democrat Al Gore and Republican George W. Bush, Gore talked about his work in Congress to "deal with the problems of terrorism and these new weapons of mass destruction." And in the vice presidential debate, Democrat Joe Lieberman defended the Clinton administration's record of preparing the armed forces to "meet the threats of the new generation of tomorrow, of weapons of mass destruction, of ballistic missiles, terrorism, cyber warfare." Romney's larger point, that the U.S. did not anticipate anything on the scale of terrorist threat that existed, is supported by the light attention paid to the subject in the debates.

Smartphones have made juggling multiple single-purpose gadgets a thing of the past for many, but the blind and visually impaired often use a raft of devices built with eyes-free use in mind. Qualcomm and Project Ray, however, are aiming to consolidate phone calls, text messaging with voice read-out, navigation, object recognition, audio book reading and more for the visually impaired in a system built on an off-the-shelf Android phone. To navigate the smartphone, users leverage a handful of simple finger movements that can be started at any point on the handset's touch screen. Voice prompts and vibration provide feedback to users, and the UI adapts to usage patterns and preferences. Lawyer files request for emergency stay of execution for Florida man who killed 8

[Updated at 4:08 p.m. ET] It looks like all of the appropriate briefs have been filed for the Supreme Court to consider John Ferguson's case, CNN Supreme Court Producer Bill Mears reports.

The decision should come in the next few hours.

[Updated at 1:25 p.m. ET] Laurel Bellows, the president of the American Bar Association, who rarely comments on upcoming executions said she was "alarmed" by the John Ferguson case.

Ferguson, scheduled to die tonight in Florida, has been diagnosed as a schizophrenic.

Here's Bellows' full statement:

"The American Bar Association is alarmed that Florida is poised to execute John Ferguson, a man diagnosed as severely mentally ill for more than 40 years, before the constitutionality of his execution is fully evaluated. Although a district court evidentiary hearing regarding Ferguson's competency is scheduled for Friday, that could be too late: His execution could occur as soon as today.

A federal trial judge had stayed Ferguson?s execution and ordered the hearing to afford 'full, reflective consideration' of Ferguson?s constitutional claims; however, that stay has now been lifted by the court of appeals. In the interest of justice, it is imperative that Ferguson?s execution be again stayed until there is an opportunity for the federal courts to fully review his insanity claims on the merits and thus ensure that his execution will be constitutional. To do otherwise would be to risk a terrible miscarriage of justice ? one that can never be undone."

[Posted at 10:00 a.m. ET] The attorney for a Florida man convicted of killing eight people asked the U.S. Supreme Court Tuesday for an emergency stay of execution, he told CNN.

John Ferguson, a diagnosed schizophrenic, is on death row for the murders in Hialeah and Carol City, Florida, in the late 1970s.

He was scheduled to be executed Tuesday at 6 p.m. ET at the Florida State Prison.

The Supreme Court "has said it?s a ?miserable spectacle? to execute the insane," Chris Handman, the Washington D.C.-based attorney for Ferguson, told CNN. ?We think the court should intervene to stop that execution from going forward today."

Handman said a court found that Ferguson was mentally ill and had delusions which caused him to think he is the "Prince of God." A stay had been granted by a federal district court because of concerns about his mental capacities but that ruling was reversed by an appeals court.

"We think there are substantial constitutional questions here that will merit the Supreme Court of the United States to honor the stay of execution," Handman said. "We hope to hear from the Supreme Court in the next few hours."

In the meantime, officials at the prison in Starke, Florida, will go ahead with preparations for the execution, including fixing Ferguson's last meal, Misty Cash with the Florida Department of Corrections told CNN.

Fishy physics: Adaptation lets silvery fish reflect light without polarization, may help them evade predators

ScienceDaily (Oct. 21, 2012) ? Silvery fish such as herring, sardine and sprat have evolved special skin that gets around a basic law of physics, according to new research from the University of Bristol published Oct. 21 in Nature Photonics.

Reflective surfaces polarize light, a phenomenon that fishermen or photographers overcome by using polarizing sunglasses or polarizing filters to cut our reflective glare. However, PhD student Tom Jordan and his supervisors Professor Julian Partridge and Dr Nicholas Roberts in Bristol's School of Biological Sciences found that these silvery fish have overcome this basic law of reflection -- an adaptation that may help them evade predators.

Previously, it was thought that the fish's skin -- which contains "multilayer" arrangements of reflective guanine crystals -- would fully polarize light when reflected. As the light becomes polarized, there should be a drop in reflectivity.

The Bristol researchers found that the skin of sardines and herring contain not one but two types of guanine crystal -- each with different optical properties. By mixing these two types, the fish's skin doesn't polarize the reflected light and maintains its high reflectivity.

Dr Roberts said: "We believe these species of fish have evolved this particular multilayer structure to help conceal them from predators, such as dolphin and tuna. These fish have found a way to maximize their reflectivity over all angles they are viewed from. This helps the fish best match the light environment of the open ocean, making them less likely to be seen."

As a result of this ability, the skin of silvery fish could hold the key to better optical devices. Tom Jordan said: "Many modern day optical devices such as LED lights and low loss optical fibres use these non-polarizing types of reflectors to improve efficiency. However, these human-made reflectors currently require the use of materials with specific optical properties that are not always ideal. The mechanism that has evolved in fish overcomes this current design limitation and provides a new way to manufacture these non-polarizing reflectors."

Turning 16-years-old is a huge feat for a Labrador, or any large dog for that matter. Celebrating a milestone birthday this week with a visit to the doggy hair dresser, Sandy, a former resident at The Lost Dogs? Home North Melbourne, is as happy and healthy as can be.

Proud owner, Francis Dwyer adopted Sandy from The Lost Dogs? Home in North Melbourne back in 2001 when he came in to look for a new ?four-legged family member?.

On arriving at the Home, Francis remembers feeling that ??dogs of all shapes and sizes were saying, ?choose me, take me??.

?Near the end of one aisle was a five-year-old cream coloured Labrador. He was lounging on the floor, only moving his head for a look around and then flopping it back down. Our decision and choice was simple. Sandy was coming home with us.?

Francis admitted that bringing a larger dog was a new thing for his family of dog lovers, ?Over a period of 60-years and several generations, my family has always had a dog, but usually smaller dogs like terriers and corgis.?

To help Sandy adjust to his new home, Francis used regular routines that made him feel safe and comfortable, ?Sandy had probably suffered some level of mistreatment or neglect, so we decided that in order to settle him and develop trust we would create a routine that he could predict and therefore feel secure with. We fed and walked him at the same time each day. This combined with lots of hugs and affection worked a treat!?

Within weeks of moving in to the Dwyer family, Sandy had settled into his new family life, ?After a week he started showing his independence and within three weeks the strict routine (apart from feeding time) began to lapse a little. Sandy was now part of the family and we could not have believed that he would still be with us eleven years later.?

Despite his age, Sandy rises very early in the morning and likes breakfast to be ready and served at 6.45 am, to be exact, ?He is still capable of poking and nudging any human being out of bed. His diet is varied and includes the usual bought dog food as well as uncooked bones.?

Possibly the secret behind Sandy?s youth may be in the smelliest of seafood, Sardines. From time to time, Francis said Sandy indulges in, ?Porridge in winter and oily sardines on crusty bread in summer ? both are real treats.?

Despite breaking the family tradition, Francis said he could not be happier with his decision to adopt a larger dog, ?For a dog that is 16-years of age he is in remarkably good health and apart from a visit to the chiropractor every 6-8 weeks he has been a great dog to care for.?

At the age of 90, Francis? mother and Sandy?s best friend passed away. Francis said that the two had made a very strong connection over the years and that Sandy had been the perfect companion to her,

?He really connected with my mother prior to her death. She was a dog person all her life and had a great affection for him. Sandy would always keep my mother company when there was no one at home- they would spend a great deal of time together. They both loved sitting in the garden in the sun together. He truly was a great companion dog to my mother.?

?For all the time Sandy has been with our family he has given us tremendous joy and great affection. We in turn are grateful to The Lost Dogs? Home for giving us the opportunity to adopt Sandy into our family ? we consider him one of us,? he added.

Life in Uruguay: legal abortion and pot dealing - Home ? Other ...

MONTEVIDEO (AP) ? Uruguayans used to call their country the Switzerland of Latin America, but its faded grey capital seems a bit more like Amsterdam now that its congress has legalized abortion and is drawing up plans to sell government-grown marijuana.

Both measures would be unthinkable in many other countries. Cuba is the only other nation in the region that makes first-trimester abortions accessible to all women, and no country in the world produces and sells pot for drug users to enjoy.

But President Jose "Pepe" Mujica, a flower-farming former leftist guerrilla, vowed to sign whatever bill congress could settle on that can minimize the 30,000 illegal abortions his government says Uruguayan women suffer annually.

And while lawmakers have yet to debate pot sales, Mujica's ruling Broad Front coalition staked its ground in August by openly declaring that the drug war has failed. Smoking pot ? if not growing and selling it ? is already legal in Uruguay, and supplying the weed is a $30 million business, the government said.

This is democracy "a la Uruguaya" ? the Uruguayan way ? a phrase that reflects both the pride and the unmet promises of a society where finding common ground is a highly shared value, in stark contrast to many other countries where voters are divided by us-and-them politics.

Such outsized respect for the democratic process has enabled the country of 3.4 million people wedged between Argentina and Brazil to reach consensus on many issues that have stymied bigger and richer nations, from reforming health care to providing free university educations, to setting ambitious renewable energy goals. By embracing compromises, Uruguay has managed to hold onto its middle class through repeated economic crises, and pass laws that have consistently improved its citizens' quality of life.

But Uruguayans are increasingly concluding that Mujica has been too conciliatory ? too aloof ? and what they need now is more hands-on management. They love his crotchedy homespun humor and his man-of-the-people image, but they say Uruguay could benefit from a bit more decisiveness, historian Gerardo Caetano said.

Mujica, who entered politics after spending 14 years in prison during Uruguay's dictatorship, is an unusual leader by any standard.

He gives away 90 percent of his salary, doesn't have a bank account, drives a 41-year-old Volkswagen and never wears a tie. Now 77 and nearing the end of his five-year term, he has been talking a lot lately about stepping back and finding the joy in simple things, reflecting a personal style that goes to extremes of austerity.

"Mujica is a very strange, singular figure and yet he expresses this singular desire that Uruguayans in general have," Caetano said during an interview in his Montevideo apartment, where thousands of books spilled off the shelves. "Uruguayans like having unusual politicians, but they don't like authoritarians. They don't want leaders who are remote or confrontational."

"In Argentina, government is whatever the president says it is. Here, no president defines his performance without negotiation, and especially not Mujica. He really doesn't like to give orders. He doesn't want to be the chief," Caetano said. "In Uruguay, imposing things just doesn't work."

Creating a police state to take on drug traffickers would be anathema to Uruguayans, who have long been among the most secular, socially liberal and highly educated people in Latin America. Instead, the government hopes to drive traffickers out of business by providing a better service to drug users.

And in another reflection of Uruguay's national character, both the abortion and marijuana initiatives are intended to exclude foreigners. Only Uruguayans will benefit from these moves.

Still, many Uruguayans aren't exactly happy about either measure.

The activists who won the abortion battle last week applauded just briefly and then left the senate gallery complaining about the concessions they made.

"This is a solution very much 'a la Uruguaya,'" said Romina Napilote, a 27-year-old sociologist with the Pro-Derechos group who worries that the 10 pages of fine print added to win over a few reluctant lawmakers will end up forcing more women into risky clandestine abortions.

"We are very conciliating, always addressing what the conservatives want and trying for the middle ground," she said. "It's an issue in our political culture ... Living in a society with so much tolerance for the opinions of others also holds us back."

For filmmaker Pablo Stoll, whose movies have captured the essence of everyday life in Montevideo, "the Uruguayan way" satisfies no one.

"It means getting halfway there and not taking responsibility for the other 50 percent," he said while sipping coffee in La Florida, a corner bar full of stalwarts from the local communist party chapter.

"I grew up with the conviction that there would be utopias, and we haven't gotten there yet," he said, dismissing both the marijuana and abortion measures as likely to fail or be overturned. "At some point you have to take a stand ? you can't always be with one foot on each side of the line."

That feeling is reflected in Mujica's polling numbers. He enjoyed 66 percent popularity ratings when he was elected with 51 percent of the vote in 2009, but his numbers have plunged, to 43 percent last month. And when asked about his performance, Uruguayans are even more critical: only 36 percent approve, compared to 42 percent disapprove. The CIFRA tracking poll of 802 voters had an error margin of 3.4 percent.

But Mujica is very much a product of his society, one where a series of reforms in the early 1900s established Montevideo as a socially liberal bastion in a region where the Roman Catholic Church still has huge influence. The reforms separated Church and State, removed religion from public schools and legalized divorce long before other countries did.

They were so committed to the idea of the collective good that they banned colorful paint on the facades of buildings, all of which had to remain the same color as their original materials. This is why so many of Montevideo's concrete buildings remain grey even today, Caetano said.

"No one more than anyone else" was a common lecture to immigrants arriving in the port of Montevideo in those days, reflecting a disdain for people who tried to stand above or apart from the rest.

"Mujica loves this phrase ? he repeats it all the time," Caetano said. "It means the rich are less rich and the poor are less poor. It also means avoiding conflicts, trying to soften clashes with your opponents and looking to make deals instead."

He bought the sky-blue Beetle, his only declared asset, before becoming president in 2010, replacing a Vespa scooter that he and his wife, Sen. Lucia Topolansky, used to ride together to Congress from their farm in the working-class "Rincon del Cerro," or "corner of the hill" neighborhood in Montevideo's gritty outskirts.

"They say I'm the world's poorest president. Let me tell you that I'm not poor! Poor are those who need too much," he said Thursday while getting an honorary degree at Argentina's Universidad de La Plata, the day after the final abortion vote.

"I discovered the keys to this in the jail cells, when I couldn't read. If I hadn't spent those years there, I wouldn't be who I am, because one learns more from pain than from bounty," he said. "That's why, the night when I had a mattress, I felt happy. How is it possible, therefore, that we spend our lives poisoned with desperation to buy a new car every two years? If I could, I would live much more simply."

Russian President Vladimir Putin has finally decided to do something to help relieve Moscow's paralytic, bumper-to-bumper, round-the-clock, city-wide traffic congestion: He's going to drive less and work from home more often.

And that will, in fact, be a really big help, experts say.

"The president is minimizing his meetings in the Kremlin and is preferring to hold them in [his official residence] Novo Ogaryovo to avoid disturbing Muscovites," Mr. Putin's press secretary Dmitry Peskov told the independent Interfax news agency Wednesday.

"There is no substantive difference. If the meeting does not require any kind of ceremony, it is held in the suburban residence. He really has cut the use of motorcades to the minimum in Moscow," he added.

Helicopter rides to work

Prime Minister Dmitry Medvedev's press service simultaneously announced that he will use his own cars less and start taking a helicopter to his job, in the Russian White House in downtown Moscow.

Despite the millions of smoke-churning cars that clog Moscow's main roads, seemingly around the clock, the single biggest problem experts point to is the privilege accorded to the country's two top leaders and the Russian Orthodox Patriarch to have all traffic shut down between their home and workplace every single day.

"It will make a really huge difference if they cut down on their use of the roads," says Vyacheslav Lysakov, chairman of the Free Choice drivers' association, which has been fighting against official privileges on the roads since 2006.

"Every time one of our leaders goes somewhere, the police block traffic on three major roads for up to an hour and a half. It leaves an extremely negative impression on the public, and it's high time it was fixed," he adds.

In Putin's case, the entire 15-mile route between his sprawling countryside estate of Novo Ogaryovo ? a huge parkland containing several palatial buildings on the banks of the Moscow River ? and the Kremlin is completely shut down whenever the president goes to or from work. Once the roads have been closed and traffic sidelined under the watchful gaze of police, one or two decoy cars speed the full length of the route to check for problems, and only then does Putin's 12-car armored motorcade race through at speeds of up to 150 m.p.h..

Pregnant NYC woman found slain day before wedding

(AP) ? A woman who was eight months pregnant was found stabbed to death Saturday in her apartment, the day before her wedding, police said.

Vindalee Smith, 38, was found on the floor of her apartment in the East Flatbush section of Brooklyn with a gaping wound in her neck. It wasn't clear how long she'd been dead before the body was discovered by her landlord. Her unborn child did not survive.

There was no sign of forced entry, and no weapon was recovered, police said. Investigators are looking for a possible suspect. They interviewed her friends and family, and spoke to her fiance.

"I can't even begin to imagine who would want to do that," her friend, Sybil Samuel, told local newspapers. "It would be the devil, to kill a woman with a child in her stomach. They killed two people."

Smith had four children in their teens and 20s, friends said. A baby shower had been planned for Saturday evening, followed by a small wedding Sunday. Friends told reporters that Smith had met her fiance about a year ago.

Smith was a devout Seventh-Day Adventist and attended New Dimension Church, where she was supposed to get married. Congregation members were concerned when she didn't show up for morning service.

"She was always on time? always the first person at church," Tyler Harrigan told the Daily News of New York. "When the news came to the church, the whole church broke down. We started to bawl. All the children were crying."

A crowd of mourners gathered outside Smith's home, praying and weeping, and singing hymns. The church pastor Rev. Ferron Francis told the Daily News that Smith had once feuded with a former neighbor who threatened to kill her, but it was months ago and the trouble had stopped when she moved to the new apartment.

Calls made by The Associated Press to the church were not immediately returned.

Some friends said that Smith once worked for a home health care agency, but may have been recently unemployed.

An autopsy was scheduled for Sunday.

(AP) ? One day out from their last debate, Republican Mitt Romney and President Barack Obama are cramming foreign policy and taking a rare break from swing-state campaigning.

Monday's face-off in Boca Raton, Fla., represents one of the last major opportunities for Obama and Romney to capture the attention of millions of voters ? especially that small but sought-after group of voters who haven't yet made up their minds.

Obama was holed up in Camp David in Maryland's Catoctin Mountains, where he arrived Friday to prep for the debate, a 90-minute encounter focused on international affairs. With him at the presidential retreat were a band of top advisers including National Security Adviser Tom Donilon, campaign strategist David Axelrod and White House senior adviser David Plouffe.

Romney planned to spend the weekend in Florida, continuing intensive preparation that has consumed large amounts of his time in recent weeks.

Foreign policy has surfaced as a prominent issue in the waning weeks of the race, elevated by a deadly attack on the U.S. Consulate in Benghazi, Libya, and a restive situation in Syria. Although polls show voters continue to prioritize economic issues, both candidates are aggressively pitching themselves as more competent to be commander in chief.

In an unusually quiet day on the campaign trail, Romney running mate Paul Ryan was the only candidate to be out in front of voters. The Wisconsin congressman plans two events Sunday in Iowa, including one in Sioux City with country singer Mark Wills, plus an evening rally in Colorado.

Still, with a tight race closing in, neither Romney nor Obama can afford more than a few days away from the handful of states that will decide the winner.

Obama planned a whirlwind excursion starting after Monday's debate. Events Tuesday in Florida and Ohio will be followed by around-the-clock campaigning Wednesday in Davenport, Iowa; Denver; Los Angeles and Las Vegas. Then on to Tampa, Fla.; Richmond, Va.; and Cleveland on Thursday, when Obama will also return home to Chicago to vote early as part of the campaign's push for early and absentee voting.

In a sign that the candidates' time has become the most precious commodity, Obama's aides said he planned to sleep Wednesday night aboard Air Force One and would call undecided voters from the airplane between stops.
